The Tool Chest Voucher Service System is designed to encourage and empower clients in decision making toward their individual employment goals. The responsibility of utilizing vouchers to customize employment training activities which are consistent with their career goals rests with the individual.

The Thumb Area Workforce Investment Development Board in partnership with the Thumb Area Employment Training Consortium Board have voted to support the development and distribution of Thumb Area-Michigan Works! Tool Chest Vouchers.

It is hoped that:

• You will take a greater part in designing, budgeting and achieving your employment goals.

• You will assist in creating more innovative training and education service options for today and possibly tomorrow.

• You will become more aware of available job training, education and human services in the Thumb and surrounding area. You will maximized the benefits received from the Tool Chest funds and personally invested.

The flexibility to be able to make sound/practical choices along with the responsibility of purchasing relevant employment training services via their vouchers may create apprehension and hesitancy for some clients/customers because.

1. They are unacustomed to a public/human service system which allows them greater freedoms of choice in designing their future.

2. They are unaccustomed in bearing responsibility for spending voucher funds;

3. They are simply lost within or confused about the system, with vague ideas/perceptions about career goals due to little or no actual work experience.
